Numbering / Indenting (in Microsoft Word):
To use numbering / indenting in Word, you first have to turn on the formatting toolbar.

View --> Toolbar(s) --> Formatting

A screenshot of your toolbar menu is posted below. For numbering you'll be using the "Increase / Decrease Indent" buttons (circled in red in the screenshot).

To declare your formating rules (the hierarchy of numbers/letters; I - A - 1 - a - (1)... and so on) you need to open the "Bullets and Numbering..." section.
Format --> Bullets and Numbering...

Once the "Bullets and Numbering..." window is open select: List Styles (in the top right), and Add.

Once in the new Add window you can set your rules / hierarchy to whatever format is required by selecting the level and setting the number / letter(s).

**By using the "Increase / Decrease Indent" buttons you can control the position on the section and its predetermined lettering.
